GREAT NOTLEY PARISH COUNCIL

MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 12th APRIL 2005 AT 7.15PM
AT THE NOTLEY GREEN PRIMARY SCHOOL, BLICKLING ROAD, GREAT NOTLEY, ESSEX.

Present:                      Cllrs. Barltrop, Falco, Howley, Mansfield, Morris & Rix, District Cllr. Butland and 22 members of the public.

 

AS NO-ONE HAD TURNED UP TO UNLOCK THE SCHOOL, THE ANNUAL ASSEMBLY WAS HELD IN THE SCHOOL COURTYARD.

 

1.              WELCOME.

The Chairman welcomed those present.
 

 2.            APOLOGIES FOR ABSENCE.

          Apologies were received from Cllr. Wright and District Cllrs. Jenner and Walters.

 3.             MINUTES OF THE LAST ANNUAL ASSEMBLY.

The minutes of last years Annual Assembly, held on 13th April 2004 were signed as a true record of events.

Proposed: Cllr. Barltrop.  Seconded: Cllr. Falco.  All agreed.
 

4.               MATTERS ARISING FROM THOSE MINUTES.

           There were no matters arising.
 

 5.              CHAIRMAN’S REPORT.

           The Chairman gave a report of the Councils activities over the last year.  (Attached to these minutes).
 

 6.             PARISH REPORTS.

          There were no other reports.
 

 7.               ANY OTHER BUSINESS.

·       Allotments – disappointment over the decision not to allow allotments in Queenborough Lane was expressed and the District Council, through Cllr. Butland, were asked to change the decision.  Cllr. Butland explained that there were 65 vacant sites in the Braintree area, hence the decision.  The site will now be cleared and landscaped and designated as public open space.

 

·       ‘No Ball Games’ signs – there was some discussion about various landscaped areas within Great Notley that were considered by some to be unsuitable for children to play ball games.  Cllr. Butland said the District Council was looking into these areas and the possibility of providing signage.

 

·       Rubbish Collection – a request to change the fortnightly collection back to weekly during the summer months.  Agreed to raise this at the next Cluster meeting.

 

·       Proposed Neighbourhood Centre – most of those present were still against the proposed development and asked for the support of the Parish and District Council.  Councillors gave an indication that they objected to the proposal in its current form, but that it would be formally agreed at the Parish Council meeting which was to follow at the Discovery Centre.
