MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL
HELD ON TUESDAY 8 APRIL 2008 AT 7.30 PM

08/77. APOLOGIES FOR ABSENCE. Apologies were received from Cllrs Mansfield, Prosser, Sandbrook and Walters.
08/78. MINUTES OF THE LAST MEETING. The minutes of 11 March 2008 were approved as a correct record.
08/79. MATTERS ARISING FROM THOSE MINUTES. 08/66. An allotment site has been identified within the Country Park. 08/69. Noted that Country Park season parking tickets cost £60.00, this covers all Country Parks.
08/80. DECLARATION OF INTERESTS. To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda. Cllr Butland declared a personal interest in any Braintree District Council matters.
08/81. PUBLIC FORUM. · Panners Ponds – general safety re fencing, litter, two missing life buoys (should be four). The Clerk to write to the District Council. · Bank erosion opposite the front of the school. · New goal / basketball units – a member of the public referred to a letter he had written to the Council with nine questions. Two members of the public present asked for the equipment to be moved and complained about lack of consultation and the colour of the units.

08/82. GENERAL IMPROVEMENTS TO THE NEW GOAL UNIT AT PANNERS. A letter received from Braintree District Council suggests they had no knowledge or agreements with the Council for the erection of the new unit at Panners. The Council is to challenge the letter, as the Clerk assured the Council that permission had been sought. With regard to whether the unit has been properly installed, a safety inspection is due and the new units will be inspected. The Council could also consider repainting the unit. It was agreed to monitor the use of the unit. Agreed to: · Write to Braintree District Council to clarify whether or not permission had been given. · Arrange a safety inspection. · If the inspection suggests that the unit needs to be re-installed, then re-siting the unit will be considered in consultation with nearby residents. · Consider a way of ‘blending’ the unit in with its surroundings. 08/84. BDC STREET SCENE PARTNERSHIP 2008 – 2009. It was unanimously agreed to renew the Street Cleansing Partnership for 2008/9 for the amount £2,083.70.
08/85. STANDING ORDERS. To consider adoption of the revised Standing Orders. It was agreed to carry this item over to the next agenda and to seek clarification regarding public participation.
08/86. EALC TRAINING COURSES. 15 April – Law & Procedures 9.30 – 3.30, cost £52.00 8 May – Minutes & Agenda Course 9.30 – 12.30, cost £32.00 12 June – Planning for the Future of your Community 9.30 – 1pm, cost £32.00 14 May – Risk Management 9.30 – 3.30pm, cost £52.00 (refund on attendance) 3 June Chairman’s Day 2, 10 – 3.30pm, cost £52.00
08/87. PLANNING APPLICATIONS & RESULTS. Application No: 08/00598/FUL. Erection of conservatory. Location: 23 Chestnut Avenue, Great Notley. No objections.
Application No: 08/00579/FUL. Erection of conservatory. Location: 21 Windermere Drive, Great Notley. No objections.
Application No: 08/00550/FUL. Erection of single storey rear extension. Location: 17 Blickling Road, Great Notley. No objections.

08/88. GENERAL CORRESPONDENCE TO NOTE. BDC – Parish Cluster Meetings, spring/summer – Rayne are due to host the next meeting. BDC – Braintree Local Committee 20 May, including guidance on funding applications. The Council to circulate information to local community groups, this could be done via the Annual Assembly next month. Residents letter – suggesting the need for a path near Tesco garage opposite the footpath from Notley Green – agreed to forward the letter to Tesco informing the resident that the Council has done so.
08/89. REPORTS. Digital Camera Club – Feedback given of the first meeting. Great Notley Times – Mr Sandbrook has agreed to arrange distribution. The public and press were excluded for this item (Public Bodies (Admissions to Meetings) Act 1960) 08/90. PERSONNEL MATTERS. Appointment of second litter picker – the Chairman and Clerk to arrange interviews. Mr Illman has asked for an additional 5 hours a week – to be reviewed once the new person has started. Appointment of Parish Clerk and Responsible Financial Officer – Abigail Conway was officially appointed as from 1 April 2008, and welcomed to the Council. A contract of employment was agreed and signed. Clerks salary – Spinal Column Point 26, paid in accordance with the National Joint Council for Local Government Services. 08/91. ANY OTHER BUSINESS. Information exchange / next agenda items only. There was no other business.
08/92. DATE OF THE NEXT MEETING. The Annual Council Meeting is on the 13 May 2008 at 7.45pm at the Discovery Centre, Great Notley, preceded by the Annual Assembly at 7.15pm.
