MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 12 FEBRUARY 2008 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

08/48. APOLOGIES FOR ABSENCE.

            Apologies were received from Cllr Sandbrook. 

08/49. DECLARATION OF INTERESTS.

          To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda. 

No interests were declared. 
  

08/50 PUBLIC FORUM.

·        Football  -  play has been reinstated on the Gree and an area in the Country Park is to be prepared for football practice.

08/51. MINUTES OF THE LAST MEETING.

The minutes of 8 January 2008 were approved as a correct record of events.

Proposed: Cllr Barltrop.  Seconded: Cllr Butland.  All agreed.

08/52. MATTERS ARISING FROM THOSE MINUTES.

          Brief progress check only.

08/36.  Sinage on the cyclew3ay at the Green is being looked into by Essex County Council.

08/40.  The new streetlight in Ennerdale Avenue has been installed ready for connection by EDF.

        District / County Councillors Report.

·        Junior footballers can practice onthe grass area at Panners.

·        ECC Community Initiatives Fund - to consider what the Council might bid for

·        Braintree swimming pool should be ready for the middle of March

08/53. CENTRAL FOOTPATH EXTENSION.

A reply received from Notley High School offering their full support.

ECC have sent a letter to Braintree District Council asking for consideration of the scheme for implementation and for it to be placed on the waiting list for future funding.

     08/54. POND MAINTENANCE.

Costs for maintenance per pond still needed.

                        Application No: 07/02132/FUL.  Erection of Play and Resource Centre.
                        Location:  Country Park, Great Notley.  Granted.

                        Application No: 07/02376/FUL.  Erection of single storey rear extension.
                        Location: 36 Pintail Crescent, Great Notley.  Granted.

                        Application No: 07/01202/FUL.  Erection of two storey rear extension to provide conservatory and bedroom.

                        ECC – Invitation from Chairman Cllr McEwen to attend the Service for Local Government at Chelmsford Cathedral
                        on 17 April at 7.30pm.

                        BDC – next Local Committee Meeting – 20 February at Causeway House at 7.15pm.

                        Countryside Properties – Skyline 120 – Road Naming.

                        Audit Commission – Appointment of External Auditor.

                        Communities and Local Government – Consultation document – Orders and Regulations Relating to the Conduct
                        of Local Authority Members in England.

                        EALC – Through Making the Links, EALC and ECC have negotiated a discount of 15% on insurance premiums.

                        Resident’s letter requesting the Parish Council’s support for an HGV sign at Panners. 

                        RCCE – Village of the Year Competition.

          08/45. REPORTS.

BALC    Open Meeting re Essex Strategy / Cultural Partnership Board - considered a very successful meeting.

          08/46. ANY OTHER BUSINESS.

                   There were complaints about the recycling centre at Tesco and overflowing dog bins.

The next meeting is on the 11 March 2008 at 7.30 pm at the Discovery Centre, Great Notley.
