MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 8 JANUARY 2008 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

Present:                   Cllrs Barltrop, Butland, Dunster, Sandbrook, Stirland and Walters.

Also present:            11 members of the public, including Brian Daltrey (Chairman of the Neighbourhood Action Panel (NAP) and Paul Richards (Community Warden).  Apologies were received from PC Chris Brooksbank and PCSO Terrie Johnson.

 

08/34. APOLOGIES FOR ABSENCE.

            Apologies were received from Cllr Mansfield and Cllr Prosser. 

 

08/35. DECLARATION OF INTERESTS.

          To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda. 

Cllr Butland declared a personal interest in item 08/43. Town and Country Planning Act 1990 Notice of Appeal - Application No: 07/00587/FUL. 

                       

08/36. PUBLIC FORUM.

·        Football on the Green - more complaints regarding anti-social behaviour (mud, noise and parking). 

Action: Cllr Walters, as Cabinet Member, to write to BDC to ask for football to be suspended for the time being. 

 

Brian Daltrey (NAP) explained that they were doing what they could to help the situation and will raise the issue at the next Joint Action Group.  With regard to parents parking on the cycleway, it was agreed that the cycleway is inadequately signed. 

Action: The Clerk to contact ECC regarding additional signage and copy in Cllr Walters.

 

·        Graffiti - the Community Warden and PCSO are aware of the problem of graffiti and are doing all they can to resolve the situation.

 

08/37. MINUTES OF THE LAST MEETING.

The minutes of 11 December 2007 were approved as a correct record of events.

Proposed: Cllr Barltrop.  Seconded: Cllr Dunster.  All agreed.

 

08/38. MATTERS ARISING FROM THOSE MINUTES.

          Brief progress check only.

07/20.  Bin near the Surgery is being used for cat litter and other household waste, as are other bins around the parish.

         Football/The Green – reply received from the District Council.

07/26.  The District Council has given permission to install the seat, they will take delivery and install it for the Parish Council.

07/29.  Proposed extension to the Central Footapth/Cycleway – reply received from Sustrans, who would like to be kept informed of any progress.

07/31.  ECC Question and Answer session on the LAA – 16 January.

           

EX-AGENDA.

District / County Councillors Report.

Cllr Butland drew attention to the forthcoming changes in local government such as the new Power of Well Being for parish councils and possible single member wards.

           

08/39. POND MAINTENANCE.

A comprehensive report was received from Cllr Sandbrook.  It was suggested that the Parish Council ask the District Councillors at the Local Committee for funding towards a business case.  Estimated cost per pond to be obtained in time to be included on the next Braintree Local Committee agenda so that funding can be applied for in the next financial year.

Action: Cllr Sandbrook to liaise with BDC officers to obtain costs.

 

        08/40. NEW STREET LIGHT – ENNERDALE AVENUE (FOOTPATH).

            Details of the new streetlight were finalised.

            Cost of column, supplied and fitted £495.00.

            Cost of connection (inc. vat) £636.85.

            Unanimously agreed to go ahead with the new light.

            08/42. A WORKING PROTOCOL BETWEEN THE PARISH AND DISTRICT COUNCIL FOR THE BENEFIT OF RESIDENTS OF GREAT NOTLEY.

To agree a framework for future meetings.  There was lengthy discussion around this item, with the general feeling that a better understanding of the responsibilities of the three tiers of government would be a good start.

 

        08/43. PLANNING APPLICATIONS & RESULTS.

                   Application No: 07/02564/FUL.  Erection of two storey side extension.

                   Location:  40 Derwent Way, Great Notley.  No objections.

                       

Application No: 07/02560/FUL.  Change of use of waste land to garden use and proposed first floor rear balcony, patio door and dormer window.

                   Location:  24 Grantham Avenue, Great Notley.  No objections.

 

                  Town and Country Planning Act 1990 – Notice of Appeal

Application No: 07/00587/FUL.  Retrospective consent for the erection of an outbuilding.

                   Location:  39 Stanstrete Field, Great Notley.  Noted.

 

                   Town and Country Planning Act 1990 – Notice of Appeal

Application No: 07/01277/OUT.  Demolition of existing bungalow and garage and erection of one no. bungalow and four no. two storey dwellings.

Location: The Laurels 180 London Road, Great Notley.  Noted.

Application No: 07/02305/FUL.  Proposed new windows.

Location: Unit 1,Skyline A120, Great Notley.  Granted.

 

Application No: 07/02346/FUL.  Erection of single storey side extension to lounge.

Location: 17 Wood Way, Great Notley.  Granted.

 

Application No: 07/02306/FUL.  Insertion of 3 no. windows.

Location: Unit 7, Skyline A120, Great Notley.  Granted.

 

Application No: 07/02264/TPO.  Fell one tree and reduce crown of another.

Location: 8 Skiddaw Close, Great Notley.  Refused.

 

Application No: 07/02330/TPO.  Remove dead wood and reduce various branches.

Location: 59 Derwent Way, Great Notley.  Granted.

 

            08/44. GREAT NOTLEY TIMES – DELIVERY.

A total of 2,500 copies are printed, 2,300 are delivered to residents with the remainder for advertisers.  The magazine has been delivered by councillors in the past although due to other commitments this is more difficult for some councillors than others.  A small number of volunteers have offered their help with delivery.  It was suggested having the magazine delivered by paying a private company or finding another way of delivery without having to rely on councillors, and also to investigate posting it on the website.  It was agreed to go ahead with the next issue, using councillors and volunteers for delivery.

Action: Cllr Barltrop to contact volunteers.

 

        08/45. REPORTS.

Great Notley Emergency Plan – a report from Cllr Sandbrook who will liaise with Cllr Dunster and other partners to progress the Emergency Plan.

           

08/46. ANY OTHER BUSINESS.

            Information exchange / next agenda items only.

·        ECC – House of Lords Event (signing of a Concordat between ECC and town and parish councils) Cllr Stirland and guest to attend.

·        Braintree Local Committee – 17 January 7.15pm at Causeway House.

·        The Clerk offered her resignation, but will continue to the end of March/early April to allow time for the Council to find a new clerk and to do the year end accounts.

 

        08/47. DATE OF THE NEXT MEETING.

The next meeting is on the 12 February 2008 at 7.30 pm at the Discovery Centre, Great Notley.
