MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 13 NOVEMBER 2007 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

07/98. APOLOGIES FOR ABSENCE.

          Apologies were received from Cllrs Butland, Prosser, Sandbrook & Walters.       

 

07/99. DECLARATION OF INTERESTS.

          To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda.  No interests were declared.

 

07/00. PUBLIC FORUM.

·       New seat in Queenborough Grove – next agenda.

·       Planning application for the Dental Practice – has been refused.

·       Complaint about the new telephone system at the District Council.

·       Tesco planning application – members of the public were unanimous in their objections to the re-submitted application.  It was agreed not much had changed from the last application therefore previous comments still stand.  Additional comments to take into consideration were as follows:

Car parking – evidence required on existing usage, questioning the need for extra car parking spaces.   The proposed additional car park is impractical.  When and how will the barrier be controlled?

Access -  the access from the proposed new car park to the store entrance through what looks like a narrow alleyway adjacent to the Nursery is uninviting leading to fear of crime.

New retail study – this is a key point and the applicant must show a need for the development. 

The closeness of houses to the service area also gives cause for concern, there would need to be strict controls on delivery/operational times.  The plan does not give enough detail of the service area and its surrounding, there would need to be careful attention to detail in relation to shielding residential homes from noise etc. 

 

07/01. MINUTES OF THE LAST MEETING.

The minutes of 9 October 2007 were approved as a correct record of events.

Proposed: Cllr Mansfield. Seconded: Cllr Stirland. All agreed.

 

07/02. MATTERS ARISING FROM THOSE MINUTES.

   07/85.  Contact numbers of BDC Youth Group still needed.

                   

EX-AGENDA.

District / County Councillors Report.  There was no report.    

 

07/03. POND MAINTENANCE.

White Court pond is to be cleaned of duck weed and debris.  A windmill was suggested to aerate the pond, to be investigated further.  Anglian Water had been approached with regard to an electric pump aerator being run from their pumping station but declined due to risk, and health & safety issues.

 

07/04. HALF-YEARLY REVIEW.

Wildlife project – as the Council has previously worked with bats and owls, it was agreed to look at amphibians as a new project. 

         

07/05. CRUMMOCK CLOSE PATH.

  To consider tarmaccing the path from Derwent Way to Crummock Close.  Cost £6,944.00      

Proposed Cllr Stirland.  Seconded: Cllr Barltrop.  All agreed.

 

07/06. THORRINGTON CLOSE PATH.

 To consider tarmaccing the path from Thorrington Close to Notley Green.

Cost £2,840.00

Proposed Cllr Barltrop.  Seconded: Cllr Mansfield.  All agreed.

 

07/07. PANNERS PLAY AREA.

 To consider installing a basketball post and goal on the grassed football area at Panners.  Approximate cost £3,000.00 

 Proposed: Cllr Stirland.  Seconded: Cllr Mansfield.  All agreed.

 Investigate a grant from the FA for the new goal/basketball post.

 

07/08. LITTER PICKING HOURS.

Currently 20 hours per week.

Unanimously agreed to employ an additional litter picker for 10 hours a week to cover Panners and White Court.  It was also agreed to keep the existing hours as they are, to be reviewed in April. 

 

07/09. PRECEPT.

 The precept for 2008/09 was agreed at £52,437.00

 Proposed: Cllr Mansfield.  Seconded: Cllr Barltrop.  All agreed.

·       Clerk’s salary SCP 26 – paid in accordance with the Nation Joint Council for Local Government Services.

·       Dustcarts – agreed to hire four, twice a year.

07/11. PLANNING APPLICATIONS & RESULTS.

Application No: 07/02141/ADV.  Installation of various signage to advertise Costa Coffee.

Location: Tesco, 1 The Square, Great Notley.  No objections.

 

Application No: 07/02151/FUL.  Extension to retail (Class A1) store to allow additional sales floorspace, replacement retail units, additional bulk store and associated car parking and landscaping works.

Location: Tesco, 1 The Square, Great Notley.  Unanimously agreed to object.

 

Application No: 07/02185/TPO.  Remove dangerous dead wood from 1 oak.  Remedial work, crown reduction 25/30%.

 

Results to be noted:

Application No: 07/01553/COU.  Change of use of residential dwelling to form dental practice.

Location: Windsmoor 190 London Road, Great Notley.  Refused.

 

Application No: 07/01754/FUL.  Erection of building to provide additional visitor attraction and education facility incorporating a field archaeology unit with ancillary offices, minor alterations to the Discovery Centre, relocation of existing wind turbine and provision of a car park together with associated site works.

Location: Great Notley Country Park and Discovery Centre.  Granted.

 

Application No: 07/01874/FUL.  Erection of single storey front extension.

Location: 24 Buttermere, Great Notley.  Granted.

 

Application No: Erection of two storey front extension.

Location: 21 Windermere Drive, Great Notley.  Granted.

 

07/12. GREAT NOTLEY TIMES.

·       Agreed the Times will be delivered to Cllr Barltrop.

·       Distribution – volunteers needed for delivery. 

·       Comments noted from the RCCE Magazine Competition.

         

07/13. REPORTS.

·       Flitch Way Liaison Group – notes attached.

·       Cultural Partnership Board – Cllr Mansfield gave a report of the last meeting.

·       Pavilion – the architect is re-doing sketch to discuss in January.
