MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 9 OCTOBER 2007 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

Also present:            John Sones (Community Development Officer, Braintree Housing Partnership), Paul Richards (Community Warden) & 1 member of the public.

 

Public Forum.

Community Warden Report – usual patrols have been carried out, graffiti is still a serious problem.  ‘Streetwise’ - a presentation on the consequences of graffiti and other issues is to be presented to the children at Notley Green School.  The Drop-in Centre is to re-open on the 9th November.

 

·       Complaint about the noise resulting from football on the Green at weekends and also vehicles driving on to the Green.

 

07/80. APOLOGIES FOR ABSENCE.

Apologies were received from Cllrs Barltrop, Dunster, Prosser, Sandbrook & Walters.       

 

07/81. DECLARATION OF INTERESTS.

          To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to      items on the agenda.  No interests were declared.

 

07/85. YOUTH IN THE COMMUNITY – QUESTIONNAIRE.

It was agreed to bring this item forward.

John Sones talked about the Mile End Youth Consultation.

It was agreed it would be a good idea to do a similar consultation in Great Notley.  A sub-group of the Parish Council in consultation with members of the BDC Youth Group, to draft a questionnaire for the next meeting.

 

07/82. MINUTES OF THE LAST MEETING.

The minutes of 11 September 2007 were approved as a correct record of events.

Proposed: Cllr Butland. Seconded: Cllr Mansfield.  All agreed.

 

07/83. MATTERS ARISING FROM THOSE MINUTES.

          Brief progress check only.

               07/59.  Litter bins -  still being looked at.

District / County Councillors Report.       

Cllr Butland gave a brief report of District Council matters.

 

07/84. THE ROLE OF THE PARISH COUNCIL.

          To agree a working protocol for the Parish Council.

          To be deferred to the next meeting.

 

07/86. ‘RAFT’ WALLS – REPLACEMENT EQUIPMENT.

     The cost to replace the walls with an integrated goal and basketball post for both ends is approx. £4,200 not including

     the cost to remove the walls. 

          To remove walls - £510

          To remove posts £440

          It was unanimously agreed to accept the quote and to go ahead with the work as soon as possible.

                   

07/87. HALF-YEARLY REVIEW.

          Deferred to the next meeting.

 

07/88. CRUMMOCK CLOSE PATH.

The District Council are waiting for a quote to do the path, however they will not consider it for this financial year and may not agree to it at all as it is neither a right of way nor a footway.  Agreed to wait until BDC make a decision.

 

07/89. THORRINGTON CLOSE PATH.

          To consider tarmaccing the path from Thorrington Close to Notley Green.  

          A quote to be obtained.

 

Cllr Butland gave his apologies as he had to leave the meeting.

          An initial discussion took place.  Next agenda.
