MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 11 SEPTEMBER 2007 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

Present:                    Cllrs Barltrop, Butland, Mansfield, Sandbrook, Stirland & Walters.

Also present:             Community Warden, Paul Richards, PCSO Terrie Johnson, and 2 members of the public.

 

Public Forum.

·       Graffiti – a young person has been caught and charged. 

·       Country Park -  dog fouling, the Dog Warden and Community Warden will patrol the park.

·       Serious burglary – Wood Way.

·       Speed checks – no excessive speeding, but the situation will be monitored.

·       Footpath through to Cut Hedge - block paving missing (ECC).

·       Path in front of White Court School – trip hazard (ECC).

·       Path near Ellen Way also in need of attention – (Countryside).

 

07/64.   APOLOGIES FOR ABSENCE.

            Apologies were received from Cllrs Dunster & Prosser.         

 

07/65.   DECLARATION OF INTERESTS.

To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to      items on the agenda.  Cllrs Butland and Sandbrook declared a personal interest in item 07/73. Planning Application: 07/01754/FUL as members of Braintree District Council.  Cllr Walters as both District & County Councillor declared a personal and prejudicial interest in the same application and withdrew from the meeting when the vote was taken.

 

07/66.   MINUTES OF THE LAST MEETING.

  The minutes of 13 August 2007 were approved as a correct record of events.

  Proposed: Cllr Butland. Seconded: Cllr Barltrop. All agreed.

 

07/67.   MATTERS ARISING FROM THOSE MINUTES.

            Brief progress check only.

  Cllr Butland reported that Tesco will be getting in touch with leaseholders.  The Dental Practice application has not yet been determined, however it is likely that refusal will be recommended.

 

 

EX-AGENDA.

District / County Councillors Report.  Cllr Butland gave a brief report of the NAP meeting.          

 

07/68.   YOUTH IN THE COMMUNITY.

·         A request had been received for a trials bike track in Great Notley.

·         YMCA Youth Club - support was requested from the Parish Council. 

       Cllr Butland proposed that the Parish Council contact the YMCA to invite a representative to a meeting or to send further
       details. 

       Seconded: Cllr Stirland.  All agreed.

 

Cllrs Barltrop declared a personal interest in this item as a member of the Community Association.  Cllr Butland also declared a personal interest as a member of Braintree District Council, who own the building.

 

07/69.   WHITE COURT POND.

  The District Council has arranged for another water test to be done, the situation is still under review.

    07/71.   ANNUAL RETURN FOR THE YEAR ENDED 31 MARCH 2007.

  The accounts have been audited with no matters raised for attention.  Closure of the Audit has been advertised.   

 

          07/72.   LITTER BINS.

  To consider two post mounted bins to replace the burnt out bin on the footpath at the top of Grantham Avenue.  Agreed. To consider any additional litter bins to match existing dog bins.  Agreed to spend up to £500 on additional bins provided permission from BDC is granted.

           

0        07/73.   PLANNING APPLICATIONS & RESULTS.

  Application No: 07/01750/FUL.  Erection of single storey rear extension.

  Location: 3 Priory Lane, Great Notley.  No objections.

 

  Application No: 07/01754/FUL.  Erection of building to provide an additional visitor attraction and education facility incorporation a field archaeology unit with ancillary offices, minor alterations to the Discovery Centre, relocation of existing wind turbine and provision of a car park together with associated site works.

  Location: Great Notley Country Park and Discovery Centre.

There were strong reservations about the parking proposals regarding the safety issue of pedestrians and cyclists accessing the park from the underpass and having to cross the road leading to the proposed car park.  It was agreed that all car parking should be kept to the left of the underpass/footpath.  Other concerns were the loss of parking due to the proposed landscaping of the existing area, additional ponds were considered unnecessary.

Cllr Butland proposed that these comments be submitted to the District Council.  All agreed.

 

            Results to be noted:

  Application No: 07/01277/OUT.  Demolition of existing bungalow & garage and erection of one no. bungalow & four no. two storey dwellings.

  Location: The Laurels, London Road, Great Notley.  Refused.

 

  Application No: 07/01146/FUL.  Installation of external ATM pod and ram raid bollards together with associated works.

  Location: Tesco Garage, Notley Green, Great Notley.  Granted.

 

  Application No: 07/01288/FUL.  Change of use of car parking spaces to hand car valeting operation including siting of a cabin to house full water recycling system, together with associated enabling works.

  Location: Tesco, Notley Green, Great Notley.  Granted.

 

Application No: 07/01128/REM.  Erection of B1 unit with ancillary B8 space and associated ancillary development Plot 200.

Location: Skyline 120 Business Park, Great Notley.  Granted.

 

Application No: 07/01279/FUL.  Erection of single storey timber framed orangery.

Location: 3 Petworth Close, Great Notley.  Granted.

 

Application No: 07/01270/FUL.  Erection of two storey front extension.

Location: 21 Windermere Drive, Great Notley.  Refused.

  Essex Training Partnership - Council Finance Course – 1 November, 9.30 – 3.30pm at Great Dunmow.  Cost per delegate - £50.00.

                      RCCE – Village Hall & Community Building Conference – Saturday 20 October 10am – 3.45pm at Wickham Bishops Village Hall.
                    Cost £17.00.

                     RCCE - Transition Essex (preparing for a low energy future) – 24 October 9.30 – 4pm at Chelmsford.  Cost £35.00.

0        07/79.   DATE OF THE NEXT MEETING.

  The next meeting is on the 9 October 2007 at 7.30 pm at the Discovery Centre, Great Notley.  Cllr Barltrop gave her apologies for this meeting.

 

Meetings for 2008 have been booked for the second Tuesday of the month, to be held at the Discovery Centre.
