MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 14 AUGUST 2007 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

Also present:             Brian Daltrey (Chairman - Neighbourhood Action Panel (NAP), Police and PCSO’s.

 

Public Forum.

Brian Daltrey explained the principles of NAP how it was set up.  There were a number of unanswered questions, and concern about the amount of organisations already in existence, and how NAP would link in to these. 

 Police Report – there were not many problems recently apart from a spate of car thefts from unlocked cars.  Cars parking on the bend at  Cuckoo Way (as you enter from Tesco end) were still causing problems.  The area has been referred back to ECC for re-assessment.

 

07/42.   APOLOGIES FOR ABSENCE.

Apologies were received from Cllr Prosser and Cllr Sandbrook. 

 

07/43.   DECLARATION OF INTERESTS.

To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda.  No interests were declared.

 

07/44.   MINUTES OF THE LAST MEETING.

The minutes of 10 July 2007 were approved as a correct record of events.

Proposed: Cllr Barltrop. Seconded: Cllr Mansfield.  All agreed.

 

07/45.   MATTERS ARISING FROM THOSE MINUTES.

Public Forum.  Footpath 26 from Cuckoo Way to the Pegasus crossing is currently being made up.  The path from the crossing to the bridleway in the Country Park is being upgraded to a bridleway.

07/33.  The Bird of Freedom replacement has been commissioned.

07/35.  Neighbourhood Watch – the Council decided not to fund the signs due to it’s signage policy.

07/37.  Sports Pavilion Meeting – 5th September (provisional date).

 

EX-AGENDA.

District / County Councillors Report. 

·       Bypass opening – 28 August. 

·       White Court pond has had a water sample taken, no effluence was found.  An application to spray duckweed has been applied for from the Environment Agency and it may be possible to open up the area around the pond.

·       Utility cover at the junction of Cuckoo Way and Charlecote  has been reported.

·       Cllr Butland has written to Tesco reminding them of their community responsibilities regarding the leases on their shops, which it was agreed provide vital services to the community.

 

07/46.   NEIGHBOURHOOD CENTRE – NAMING.

Letter from BDC suggesting that the name ‘Panners Parade’ may work well and asking if the Parish Council is accepting of this proposal.  Agreed.

 

07/47.   FINANCE.

The following cheques to be approved for payment and signed:

EALC Councillor Training Day – 18 October, 9.30 – 3.40pm at Great Dunmow, cost £50.00 per delegate.  Cllr Dunster to attend.

 

07/48.   ‘RAFT’ WALLS.

To re-consider the options – re-build or remove the walls.  It was agreed to remove the remaining brick walls and to install tubular steel goals up to approx cost of £3,300.  The Clerk to contact Chigwell Parish Council who have similar.

 

07/49.   FOOTPATHS / HORSES.

Agreed to put a piece in the Great Notley Times drawing attention to the fact that horses are not permitted on footpaths.

           

07/50.   PLANNING APPLICATIONS & RESULTS.

Application No: 07/01557/FUL.  Erection of conservatory.

Location: 70 Chestnut Avenue, Great Notley.  No objections.

 

Application No: 07/01538/FUL.  Proposed roof dormers.

Location: 17 Bridge End Lane, Great Notley.  No objections.

 

Application No: 07/01553/COU.  Change of use of residential dwelling to form dental practice (Use Class D1) and provision of new rear dormer window.

Location: Windsmoor. 190 London Road, Great Notley.  Re-submission.  The Council agreed it would prefer to keep the Dental Practice where it is, but if this were not possible then there were no objections to this application.

 

Application No: 07/01620/ADV.  Display of non-illuminated advertisement consent.

Location: 300 Avenue West, Skyline 120, Great Notley.  No objections.

Application No: 07/00859/COU.  Change of use of residential dwelling to form dental practice (Use Class D1) and provision of new rear dormer window.

 Location: Windsmoor. 190 London Road, Great Notley.  Refused.

 

Application No: 07/00980/TPO.  Fell 2 trees.

Location: 10 Buttermere, Great Notley.  Granted.

 

Application No: 07/01026/FUL.  Erection of conservatory to rear.

Location:15 Grantham Avenue, Great Notley.  Granted.

 

Application No:07/01296/TPO.  Cut back, lop/remove off shoots 2 trees.

Location: 90 Skiddaw Close, Great Notley.  Granted.

 

Application No: 07/01096//FUL.  Erection of rear conservatory.

Location: 12 Cut Hedge, Great Notley.  Granted.

 

07/51.   GOLF ON THE GREEN.

Agreed to deal with the problem as it occurs. 

 

07/52.   DRINKING PLACES ORDER.

A representative from the District Council had been invited to attend the meeting but declined as all relevant information was contained in an e-mail. 

 

The police explained there is a problem with alcohol consumption in the play areas, including the ‘RAFT’.  They are to gather evidence over a six month period.  Unanimously agreed that the Parish Council fully support the police in this.

Proposed: Cllr Butland.  Seconded: Cllr Stirland.

 

07/53.   COMMUNITY SUPPORT YOUTH WORKER.

Cllr Butland is gathering more information – next agenda.

 

07/54.   COMMUNITY CENTRE PLAY AREA.

The District Councillors to look into bringing the area up to a better standard with the intention that the Parish Council may then take responsibility for it.

 

07/55.   COMMUNICATIONS – USE OF E-MAIL.

Accepted that there is a legitimate use for e-mail, and to look at the way in which the Parish Council conducts it business in future.

 

07/56.   PLAN OF ACTION – 2006 / 2007.

The Chairman explained the Plan of Action for the benefit of new councillors. 

 

07/57.   PARISH PLAN.

Cllr Butland proposed that the Council does not produce a Parish Plan.  Seconded Cllr Barltrop.  Unanimously agreed.

 

07/58.   ‘REPAINT’

Recycling of old tins of paint.  Cllr Walters proposed no action, Seconded Cllr Barltrop.  Agreed.

 

07/59.   DOG / LITTER BINS.

Still to be looked at.

 

07/60.   REPORTS.

Braintree Locality Meeting.   Noted

Sports Pavilion – a provisional meeting date has been set for 5 September.

 

07/61.   CORRESPONDENCE.

ECC Annual Making the Links Event / EALC AGM – 19 September from 3pm at the Essex Records Office.

ECC – Flitch Way Liaison Group – next meeting 18 September at Takeley Station.

Wilson Karate – referring to page 10 of the Great Notley Times (summer edition).

London Road Traffic Calming – residents e-mail. 

ECC – The Local Area Agreement – a brief guide.

ECC – Mid-Essex Area Forum – 5 September 1.30pm at Maldon.

BDC - Fair on Notley Green, weekend of 30 August – 2 September.

The next meeting is on the 11 September 2007 at 7.30 pm at the Discovery Centre, Great Notley.
