MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 10 JULY 2007 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

Public Forum.

Footpath 26 to Country Park from Tesco – a letter to be sent to ECC for confirmation that this path will be brought up to standard.

Request for a bench in Queenborough Lane -  to be looked into.

 

07/26. APOLOGIES FOR ABSENCE.

Apologies were received from Cllrs Butland and Walters.      

 

07/27. DECLARATION OF INTERESTS.

          To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda. 

           Cllrs Barltrop and Prosser declared a prejudicial interest in item 07/37.

 

07/28. MINUTES OF THE LAST MEETING.

The minutes of 12 June 2007 were approved as a correct record of events.

Proposed: Cllr Prosser.  Seconded: Cllr Mansfield.  All agreed.

 

07/29. MATTERS ARISING FROM THOSE MINUTES.

Brief progress check only.

07/14.  A trolley has been purchased, cost £99.99.

07/20.  Quotes received for rebuilding the walls in the ‘RAFT’.

07/24.  Reply to say areas not cut are still the responsibility of developers, including areas in Timbers Close and Chatsworth Avenue.  Grass cutting is still not up to scratch, the Clerk will contact the District Council.

 

07/30. CASUAL VACANCY.

Jenny Dunster was introduced to the Council and agreed to be co-opted to the Parish Council.

Proposed: Cllr Barltrop. Seconded: Cllr Mansfield. All agreed.

Cllr Dunster signed the Declaration of Acceptance of Office of Parish Councillor.

 

EX-AGENDA.

District / County Councillors Report.  

          Funding for the Local Committees – suggested looking at ways to bring this money into Great Notley, possibly for
          upgrading the play area behind the Community Centre, which the Parish Council may consider taking over.

          07/32. PLANNING APPLICATIONS & RESULTS.

           Application No: 07/01277/OUT.  Demolition of existing bungalow and garage and erection of one no. bungalow and
           four no. two storey dwellings.
           Location:
The Laurels, 180 London Road, Great Notley.
           Two letters of objection received. 

           The Council unanimously object to this application on the grounds that the proposal is over development of the area. 

           Application No: 07/01288/FUL.  Change of use of car parking spaces to hand car valeting operation including siting of a
           cabin to house full water recycling system, together with associated enabling works.
           Location: Tesco, 1 The Square, Great Notley.

           The Council object to this application on safety grounds, increase traffic suggest mini roundabout installed to help alleviate
           the problem.

Application No: 07/01202/FUL.  Erection of two storey rear extension to provide conservatory and bedroom.
            Location: 33 Wood Way, Great Notley.  No objections.

Application No: 07/1270/FUL.  Erection of two storey front extension.
            Location: 21 Windermere Drive, Great Notley.  No objections.

Application No: 07/00823/FUL.  Erection of two storey side extension.
            Location: 6 Pintail Crescent, Great Notley.  Granted.

Application No: 07/00573/FUL.  Independent Sector NHS Treatment Centre.
            Location: Plot T12 Skyline 120, Great Notley.  Granted with S106.

Application No: 07/00437/OUT.  An amended proposal for the development of part of the Skyline 120 Business Park.
            Location: Skyline 120, Great Notley.  Granted with S106.

Application No: 07/00587/FUL.  Retrospective consent  for the erection of an outbuilding.
            Location: 39 Stanstrete Field, Great Notley.  Refused.

Application No: 07/00858/FUL.  Erection of a rear orangery.
            Location: 11 Ickworth Close, Great Notley.  Granted.

Application No: 07/00730/FUL.  Alterations to roof height and position of 3 windows on hotel.
            Location: Panners Roundabout, Great Notley.  Granted.

 

          07/33. REPLACEMENT OF THE BIRD OF FREEDOM.

          If replaced, to consider information plaques on each side of the monolith.
          Agreed to write to the District Council with suggestions of information to be included on plaques. It was also suggested that the schools
          be involved.

Proposed: Cllr Mansfield.  Seconded: Cllr Stirland.  All agreed.

          07/34. NEIGHBOURHOOD CENTRE – NAMING.

          Next agenda.

 

          07/35. NEIGHBOURHOOD WATCH.

          Request to contribute financially towards two signs at an approx. cost of £80.00. 

          Unanimously agreed not to contribute towards the signs.

 

          07/36. TO CONSIDER FACILITATION OF FURNITURE FOR RESIDENTS OF THE FOYER IN BRAINTREE.
         
Cllrs Mansfield and Dunster will look into this and report back to the next meeting.

 

          07/37. SPORTS PAVILION / COMMUNITY CENTRE EXTENSION.
         
Cllr Sandbrook declared a personal interest as she is a District Councillor and the District Council own the building and land.
          Management structure needs to be discussed as does the re-design and cost.  Meetings to be arranged with the District Council and
           other stakeholders.  Cllr Dunster to join the sub-group for the Pavilion.

 

           07/38. REPORTS.
           Cluster Meeting –
Cllrs Barltrop, Sandbrook and Stirland gave a report of the meeting at which anti-social behaviour was discussed. 
           An e-mail had been received regarding the introduction of a Drinking Places Order on Notley Green.  Next agenda – invite the police
           and a representative from the District Council.

            White Court Pond - a site meeting was held on 9 July with a representative from the Essex Wildlife Trust who will contact the
            Environment Agency for advice.

            BALC – report of the Executive Meeting.

 

          07/39. CORRESPONDENCE.

          RCCE – AGM Wednesday 11 July 2007.

          ECC Mobile Library Review – reviewed service timetables started week commencing 2 July 2007.

          BDC – Scout Volunteers – volunteers needed to oversee any projects within Great Notley first week in August. 

          BDC – A guide to tackling fly-posting in the Braintree District – Consultation deadline 15 August 2007.

The next meeting is on the 14 August 2007 at 7.30 pm at the Discovery Centre, Great Notley.
