MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 12 JUNE 2007 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

Also present:            Three members of the public and Claire Sandbrook who called in briefly to introduce herself.  

 

Public Forum.

White Court Pond – residents would like to see a general clean up of the pond and would prefer not to spend a large sum of money on dredging it, as they think it unnecessary.  A site meeting had taken place and  Cllr Walters, on behalf of the District Council is going to look into it in the first instance.  Fencing was also suggested for safety reasons. 

Bench in Derwent Way – anti-social behaviour is becoming an issue again.

 

07/10. APOLOGIES FOR ABSENCE.

          Apologies were received from Cllrs Barltrop, Sandbrook and Walters.       

07/11. DECLARATION OF INTERESTS.

          To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to      items on the agenda. 

         

07/12. MINUTES OF THE LAST MEETING.

The minutes of 8 May 2007 were approved as a correct record.

Proposed: Cllr Butland.  Seconded: Cllr Mansfield.  All agreed.

 

07/13. MATTERS ARISING FROM THOSE MINUTES.

          Brief progress check only.

          07/05.  Dustcarts – the District Council will credit the next invoice for dustcart hire.

          07/06.  Cuckoo Wood - A reply from BDC re access to the wood has been received.  The application for grant funding from Breathing Places (Lottery Funding) was unsuccessful. 

 

EX-AGENDA.

District / County Councillors Report.  

Cllr Butland explained that Area Committees no longer exist, there is now one planning committee for whole District.  Three local committees have been established, in the first year each committee has £50,000 capital, plus £2,500 revenue for each councillor for local issues.

·       Financial Statement – June 2007 – noted.

·       Additional Trolley.

Unanimously agreed to purchase an additional trolley that can be attached to a bicycle – approx. cost £100.00

          07/15. YEAR-END ACCOUNTS.

                    The Annual Return Statement of Accounts and Annual Governance Statement for the year ending 31 March 2007 were
                    approved by the Council and signed. 

                    Unanimously agreed.

                    It was agreed to produce a risk assessment to look at various items of street furniture.

         

          07/16. CRUMMOCK CLOSE FOOTPATH.

Agreed to write to the District Council to say that the council considers the path to be their responsibility and that it is in a dangerous state and ask for a formal response as to what they propose to do.

                    Proposed: Cllr Butland.  Seconded: Cllr Stirland.  All agreed.

 

          07/17. WHITE COURT POND.

                    Already dealt with in the Public Forum, agreed to write to BDC.

 

          07/18. ADDITIONAL DOG BINS.

It was suggested purchasing additional dog bins to match the litter bins.  A survey to be done to see how many were needed.

 

          07/19. PLANNING APPLICATIONS & RESULTS.

Application No: 07/01128/REM.  Erection of B8 space and associated ancillary development Plot 200.

           07/20. ‘RAFT’ – FOOTBALL WALLS.

                  Cllr Mansfield declared a prejudicial interest in this item.

        Agreed to rebuild the walls up to the cost of £1,000

                  Proposed: Cllr Butland.  Seconded: Cllr Stirland.  All agreed.
                 
The Clerk to obtain quotes and investigate any special coating that could be used to protect the walls.

 

           07/21. FLAG POLE WINCHES.

                   Decided not to proceed with the winches.

 

           07/22. REPORTS.

                   BALC – Cllr Mansfield gave a report of the AGM.

                   

           07/23. CORRESPONDENCE.

                   BDVSA – AGM 20th June.
                   Neighbourhood Watch
– request to contribute to cost of two signs – next   agenda.

 

07/24. ANY OTHER BUSINESS.

·       Grass Cutting – complaints had been received about areas that have not been cut and overhanging trees/hedges that need cutting back, the Clerk will contact the District Council.

·       Telephone calls received re planes flying over Great Notley. 

·       Six steps to a successful youth shelter – download and circulate.

·       Bike project for schools.

·       Chairman’s computer no longer works.

                   

          07/25. DATE OF THE NEXT MEETING.
                 
The next meeting is on the 10 July 2007 at 7.30 pm at the Discovery Centre, Great Notley. 
                  Cllr Butland gave his apologies for this meeting.
