MINUTES OF A MEETING OF THE GREAT NOTLEY PARISH COUNCIL HELD ON TUESDAY 8 MAY 2007 AT 7.30 PM
AT THE DISCOVERY CENTRE, GREAT NOTLEY.

PRIOR TO THE START OF THE MEETING, COUNCILLORS SIGNED THE DECLARATION OF ACCEPTANCE OF OFFICE OF PARISH COUNCILLORS

 

Public Forum.

There were no  members of the public present.

 

07/86.   ELECTION OF CHAIRMAN.

            Cllr Stirland was nominated as Chairman.

            Proposed: Cllr Barltrop.  Seconded: Cllr Butland.

            There being no other nominations, Cllr Stirland was unanimously elected as Chairman.

            Cllr Stirland signed the Declaration of Acceptance of Office as Chairman.

 

07/87.   ELECTION OF VICE-CHAIRMAN.

            Cllr Butland was nominated as Vice-Chairman.

            Proposed: Cllr Barltrop.  Seconded: Cllr Stirland. 

            There being no other nominations, Cllr Butland was unanimously elected as Vice-Chairman.

 

07/88.   APOLOGIES FOR ABSENCE.

            Apologies were received from Cllrs Sandbrook and Walters, who were away.  It was agreed that Cllrs Sandbrook and Walters 
           would sign the Declaration of Acceptance of Office as Parish Councillors on their return.        

07/89.   TO ADOPT THE LOCAL AUTHORITIES (MODEL CODE OF CONDUCT) ORDER 2007 INCLUDING PARAGRAPH 12(2).

            It was unanimously agreed to adopt the Code of Conduct without amendment, including paragraph 12(2).  

            Proposed: Cllr Butland.  Seconded: Cllr Mansfield.  All agreed.

 

07/90.   REGISTERS OF FINANCIAL AND OTHER INTERESTS.

            Councillors to complete a Register of Interests within 28 days of taking office.

 

07/91.   VACANCY – PARISH COUNCILLOR.

            The vacancy to be advertised in the Great Notley Times, deadline for applications – end of June.

 

07/92.   DECLARATION OF INTERESTS.

            To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda.  No interests were declared.

 

07/93.   MINUTES OF THE LAST MEETING.

            The minutes of 10 April 2007 were approved as a correct record of events.

            Proposed: Cllr Mansfield.  Seconded: Cllr Stirland.  All agreed.

 

07/94.   MATTERS ARISING FROM THOSE MINUTES.

            07/81.  Traffic Calming – London Road – reply from ECC to say no further studies will be undertaken until the new A131 has been
             opened for 3 – 4 months.

            07/83.  Parish Cluster Meeting – 21 June 7.30 pm at the Old School Rooms in Rayne.  Cllrs Barltrop and Stirland to attend.

 

EX-AGENDA.

Community Warden Report.  A litter pick was held on 21 April along the Flitch Way with the Beavers, Cubs and Guides followed by a barbeque with the Scouts.  The Wardens are to help the WI with a litter pick on 29th, 30th and 31st May.  Graffiti has been cleaned up around the parish, vehicles parked in Cuckoo Way is being dealt with, as is the problem with anti-social behaviour at the bench in Derwent Way.  Two projects, nature area at Panners and bridge in White Court wood, are to be put forward for the Starburst Scouts Jamboree.

 

District / County Councillors Report.  Great Notley Country Park – funding has been increased from 1.8m to 2m from BDC, with £200,000 from ECC.  The all weather pitch is to be enlarged and will include lighting.

 

07/95.   APPOINTMENT OF REPRESENTATIVES.

            Representatives were appointed to various groups and outside bodies.

 

07/96.   EALC TRAINING COURSES.

            Various training courses were available, councillors to contact the clerk if interested in attending.

            The Notice of Audit has been published, dated 30 April 2007.  The date of Audit is 29 June 2007; the External Auditor is
            Lubbock Fine.  Year-end accounts to be approved at the next meeting.  Quarterly financial reports to be provided.

 

07/98.   REVIEW OF INSURANCE POLICY.      

            Agreed to add the second bus shelter at Notley Green and the village sign to the policy. 
            Population figures move up into the next bracket as figures now exceed 5,000.

 

07/99.   STREET CLEANSING PARTNERSHIP.

            Cllr Butland declared a personal interest as Leader of the District Council.

            Unanimously agreed to renew the 2007/08 Street Cleansing Agreement with Braintree District Council.

                     

07/00.   RATIFICATION OF LITTER PICKER.

            It was agreed to increase the hours worked from 15 to 20 hours per week and to increase the salary to £6.00 per hour. 
            It was agreed to move £1,000 from reserves to cover the increase.

            Proposed: Cllr Butland.  Seconded: Cllr Stirland. All agreed.

 

0701.    COMMUNITY WARDEN SURVEY.

            A questionnaire to obtain the Councils views and opinions on the performance and effectiveness of the Community Wardens
            was completed.

 

07/02.   PLANNING APPLICATIONS & RESULTS.

            Application No: 07/00437/OUT.  An amended proposal for the development of part of the Skyline 120 Business Park.

            Location: Skyline 120 Business Park, Great Notley.  No objections.

 

            Application No: 07/00573/FUL.  Erection of single storey building and associated ancillary plant, service area, car parking
            and landscaping to provide an independent sector NHS treatment centre.

            Location: Plot T12 Skyline 120 Business Park, Great Notley.  No objections.

 

 

            Results to be noted:

            Application No: 07/00465/T56.  Erection of 10m high T-mobile phone mast and ancillary equipment.

            Location: London Road / Windermere Drive, Great Notley.  Refused.

           

            Application No: 07/00208/FUL.  Demolition of existing conservatory and erection of single storey rear extension.

            Location: 23 Chatsworth Avenue, Great Notley.  Granted.

           

            Application No: 07/00218/FUL.  Erection of two storey side extension including garage.

            Location: 37 Pochard Way, Great Notley.  Withdrawn.

           

            Application No: 07/00326/FUL.  Proposed alterations and additions to provide improved lounge and additional bedroom.

            Location: 47 Wood Way, Great Notley.  Granted.

           

            Application No: 07/00308/FUL.  Erection of 2 no. detached dwellings with garaging.

            Location: Plots 1&2 r/o Foxgloves, 186 London Road, Great Notley. Granted.

           

            Application No: 07/00298/FUL.  Demolition of existing double garage and store and replace with triple garage
            with rooms above and behind.

            Location: Oak House, 12 Buttermere, Great Notley.  Refused.

 

07/03.   ALLOTMENTS.

            No further progress.

 

07/04.   PURCHASE OF LAND AT THE ENTRANCE TO WHITE COURT.

            As the landowner cannot stop applications from utility companies it was agreed there was no benefit to be obtained
            by the Parish Council purchasing the land, therefore it was unanimously agreed not to progress this any further.

           

07/05.   DUSTCARTS.

            At a recent visit, one of the dustcarts was nearly full before it arrived and had to leave early to empty, resulting in residents
            dumping their rubbish on the pavement.  A letter of complaint to be sent to BDC.  There was also a complaint about trade waste
            and recyclable items being dumped. It was unanimously agreed to increase the dustcarts from 3 to 4, twice a year.

 

07/06.   REPORTS.

            Cuckoo Wood – there was concern that although the wood was to be open to certain schools it did not include schools within the
            parish. Councillors agreed Cuckoo Wood should be open to local schools for supervised visits and should also include open days
            for local residents.

            Agreed to write to BDC with the Council’s views.

 

07/07.   CORRESPONDENCE.

            PARC – thank you letter for £500 donation.

            Black Notley Parish Council – copy of a letter sent to ECC objecting to the proposed experimental traffic calming measures for London Road.

            BALC – Annual Meeting 24 May at the Town Hall, Chief Inspector Mark Schofield – Neighbourhood Policing Update.

07/08.   ANY OTHER BUSINESS.

·       Additional dog bins – next agenda.

·       Flag pole winches – next agenda.

·       The 3 man team for Great Notley is now under the supervision of Mick Galley.

                     

07/09.   DATE OF THE NEXT MEETING.

            The next meeting is on the 12 June 2007 at 7.30 pm at the Discovery Centre, Great Notley.
